and you can see it is looking good all the way to bay point if you are driving to concord. also 680 past mission this traffic looks good as well, let's go back to the desk. thank you, new this morning, all lanes are open, back open in emory still after a fiery crash shut everything down. they rear-ended a van on powell street and the van opened and burst into flames. they burst all lanes of traffic and they had to clean a mess off the roadway. >> there is a light film, oily film mixed with fluids and we just want to make sure it is not slick. >> the drivers of both the van and big-rig were not injured. some lanes were closed for three hours and just reopened about 45 minutes ago. also new, there has been

another incident at fso and a delta flight was scheduled around 11:00 last night. the duty manager tells us a small utility bumped into the plane just before takeoff and nobody was injured and everybody was moved to another plane bound for ohio and we are told it first was sitting at the gate last night. flight 214, the ntsb said they have learned valuable information about the crash. from analyzing the black boxes sifting through the wreckage and interviewing the pilots, they say the landing was too slow. 36 miles per hour less than the target speed. the pilots knew something was wrong and a boarded -- aborted the landing. the aircraft stalled and they clipped the sea wall to fso. investigaters are looking closer at the pilot's training and their actions seconds

before the crash. claudine wong joins us with the investigation into the final moments leading up to the impact, good morning, claudine. >> reporter: we are at the holiday inn and already inside and this is where ntsb investigators are as they are getting ready for the day they plan to be back out at that runway at daylight to try and piece together what happened. we get a lot of information the last couple of days as they have done interviews and tried to reconstruct moments before they hit the runway at fso, we have learned the force of the crash was so hard that it forced the rear section of the plane off and it tore off the runway. a lot of the focus has been at the runway and one of the relief pilots was in the cabin and three were in the cockpit. the pilot flying had 97 hours

of experience with just 36 hours in that triple 7, the instructor was sitting in that seat. >> he reported this was his first trip as an instructor pilot. this was the first time that he and the flying pilot that he was instructing had flown together. >> the big question right now is why was that plane flying so slow, flying at 1 is 37 knots. -- 137 knots. it is supposed to automatically keep that air speed up to the proper speed for landing but we are not sure if it was working. however the ntsb has consistently said that the pilots, they are responsible for watching the speeds, responsible for making sure all of this happens.

the interviews are being done specifically with these pilots and what they mean to do now is put all that information together. they put it together and it is everything they need in terms of information inside that plane outside that plane before the environment takes over and compromises it. and at the end of the week they are hoping to be finished and take the plane back to the airlines and again a busy day i do expect to take them and we will keep you updated on the morning news. claudine wong, ktvu channel 2 morning news. the parents of the two chinese girls are still in the bay area this morning. a coroner's office met with the families yesterday at the crown plaza in burlingame. he told them one girl may have been hit in response to the crash and he may have her exact cause of death in a week. meantime chinese organizations

here in the bay area are offering help and support. >> we already received a lot of phone calls because despite there is a lot of students from china... >> now she and her friend were 16 years old and they were part of a group of chinese exchange students heading to summer camp and they are waiting for permission from their parents to release their bodies to a funeral home. some say they would not be alive if it was not the quick response of the airline attendants, we will have more on that stay tuned. we are investigating a deadly stabbing at a homeless shelter. live at the julian street inn with more on what we are learning about the victims, julian? >> reporter: this is right -- janine de la vega.

>> reporter: they are collecting evidence at the julian street inn which is an emergency homeless shelter. somebody called 911 to report that a man had been stabbed. officers found a white man in his 40s with at least one stab wound in his neck area. ambulance rushed to the scene but he died there. he got into a fight with another man prior and that manhasset been taken -- man has been taken into custody and is being questioned and that's happening at the police station. there is also several witnesses and they are being questioned as well. the julian is the only shelter that provides emergency shelter to people who are undiagnosed and that's something they are looking into. the body is still inside the

shelter and at this point we do not know the identity of the man here and we will monitor the situation and let you know if an arrest has been made. this is the 26th homicide, janine de la vega, ktvu channel 2 morning news. it is 5:07, we will check back in with traffic, how is it looking out there? >> they are making progress, it looks good, good morning to you, not a bad commute to start for a wednesday, let's look at what we have now with the morning commute on the east shore freeway. we had an earlier crash this morning that blocked lanes for a long time but they have opened it up just a few moments before we went on the air and traffic is looking good, there is your drive between emory and berkeley and most people will not even know it was there. traffic here looks good getting out to the area. we are also looking at san jose northbound traffic is moving

along nicely and that crash we mentioned on the road is being moved however there is a little bit of a slow down. >> let's go to steve. we have a fog bank up higher, a lot of tropical clouds are racing in to southern california inches towards the area and right now the cut off line is santa barbara and in the southern santa clara valley and we keep this system off the coast and we will you push it off towards the east. the cooler, it will be tropical clouds, maybe central california and southern california and there is a strong westerly breeze in place and this little low, you see how another one is dropping down and i like to show this satellite and the circulation is come piping to -- combining in and inland temperatures are rocketing up, 50s and 60s, 51

his case when i see you next, kyla campbell, ktvu channel 2 morning news. they will try to restore interest rates on student loans. they are looking to return rates on student loans to 3.4% in one year and when lawmakers failed to reach a deal, rates doubled to 6.8%. the goal is to reach a deal before the summer break. there is welcome news pursuing a master's degree. they are considered to be freezing law, business and medicine however there will likely be fee increases due to state and federal funding that was promised that never came through. the bay area quality managing district is looking into chemical plants. a panel of experts 18 looking

drive from san leandro or downtown oakland heading south. we are still looking at highway 4 and traffic is already slow coming out of antioch towards the pittsburgh area and this morning it is just a little bit slower. 517, let's go to steve. well, we have a bigger fog bank, a lot of reports of fog, it has lifted a little bit and there is also a lot of tropical clouds screaming into southern california and not much in the way of rain and it is cloudy and muggy and some of that cloud cover could end up towards the south bay. we are considering to march north, 50s on the temperatures and 50 for santa rosa, there are 60s out towards antioch and

brentwood. a much more -- much bigger increase and it is increasing higher elevations and 43 in tahoe and 57 in palm springs because of cloud cover and you can see tropical clouds there and some of that rain over near santa monica and it means a cooler inland forecast today. i tell you, that ridge of high pressure, that is as strong as i have seen in a long time which is rotating around and it has backed off on us and gave us hot conditions and that allows cooler weather to take off in a couple of days and warmer by the weekend. thank you steve. european markets are slipping especially italian stocks downgrading the debt rating. china change high index closed despite beijing reporting an unexpected drop in exports.

. welcome back to the ktvu channel 2 morning news, time now 5:23, they are expected to suspend, bartolo colone and 20 more other players after the all-star break. they are reportedly involved in the performance enhancing drugs related to the biogenesis clinic in south florida. their suspensions could be as high as 100 games which would mean the rest of the season plus the playoffs.

last year colone served a 50 game suspension because of performance enhancing drugs. many may flashover and they approved a law that let's them file a lawsuit against a civil lawsuit with salts or maras them. it is designed to make them feel -- or harasses them. it is designed to make them feel bad and this are similar laws in place. as the pair recovers from their injuries this morning, passengers are praising the cabin cruise for their heroism and they are looking to protect passengers as well carrying victims on their backs. they are looking into this service just like the pilots. >> there are evacuation procedures but each aircraft is specific and you have to be trained on each aircraft you

maze, also in both directions on 808, it is -- 880, it is clouded near the oakland coliseum, let's go back to the desk. we are looking at breaks news where highway 128 is shut down due to an early morning brush fire. this is due to the dam and controlled traffic is getting through in the westbound lanes. the fire broke out and was knocked down just a couple of hours ago. they are trying to move equipment from the area and we are also having breaking news, live with information on the homeless shelter where the stabbing happened and january mean, this is -- janine this is the latest from the homicide investigation. >> reporter: we are still waiting for the coroner and you can see police have this area

cordoned off and it is an emergency homeless shelter and we have a police escort and back inside the center we were unable to speak to them. police told us somebody did call the shelter at 911 just to report that a man had been stabbed. officers found a white man in his neck area with one stab wound. it appears that the victim got into a fight with another man who lived at the shelter. that man is being questioned and they are the only ones to provide shelter to clients diagnosed with mental illness and at this point it is unclear if that is the reason for the stabbing and we are still hoping to find that out because they serve clients who are in need of emergency shelter one of the other questions are, are

any of people who live here searched, are weapons knives or anything like this allowed in the shelter and we have been unable to talk to anybody because crime scene detectives have been inside and so is the body and we will bling you any new information as soon as it becomes available. janine de la vega, moussaoui. a -- janine de la vega ktvu channel 2 morning news. we have more on the last few seconds before impact on flight 214. they have finished interviewing all four pilots and three were in the cockpit at the time of the landing and the 4th was sitting in the cabin. they assumed the automatic throttle was controlling the air speed and this was the first flight in a boeing 777. he has logged 197 hours in the area but only 35 hours in that

type of plane. the instructor pilot had his first trip to fso as an instructor. while it is still premature to discuss what happened with the crash they are taking a close look at the aircraft's speed. the automatic throttle was set to 137 knots or 158 miles per hour. the auto throttle is similar to the cruz control. it may have been set in the armed position which is still one step from being properly active evaluated. >> the crew is crease -- active evaluated. >> -- activated. >> the plane was going 122 miles per hour tearing off the landing gear first and then the landing section. it was traveling less than the target speed for a boeing 777

to land at the airport. the question is what can be done to avid a warning system in which pilates can see and here -- pilots can see and hear a warning system. there are still 21 passengers and crew members in the hospital. 12 people are at san francisco general and five are in critical condition including a child. stamford has four plane crash victims one is listed as critical and the remaining patients are recovering in san francisco hospitals with less serious injuries. the closed runway will reportedly stay that way at least for the next few days to accommodate the investigation into the crash.

. good morning, yesterday we had fog with reduced visibility, it will be cooler inland and a few 90s as well. good morning, time now 5:45 here is a quick look at some of the top stories and ntsb investigators are focusing on pilot training right before the crash of 214. they are checking whether the automaker throttle which is similar to cruz control may not have been properly activated and they were slower than the suggested speed. a man in julian shelter got into a fight with another man who stabbed him. it is the 26th homicide this year. and it blocked eastbound traffic in emoryville, causing it to burst into flames. nobody was hurt and all lanes are open, investigaters are trying to figure out which driver was at fault.

happening now in sanford florida, a judge is expected to announce two big decisions in george zimmerman's trial. they will hear about a 3 d- recreation about a confrontation with trayvon martin. they are deciding whether they will hear about trayvon martin's text messages and posts that show he had been in fights and was planning on buy ago gun. house republicans are looking into approaching immigration reform. house -- house speaker john boehner said he will not bring it to the house floor for a vote instead the house will come up with its own bill. they do not support a path to citizenship for people living here illegally but democrats and president barack obama will not support legislation that

does not support citizenship -- a bill for citizenship. the chronicle report is the ntsb disagrees over a system but agrees to a system that visually shows air speed but they have resisted saying the alerts may be more of a distraction then a benefit. they date back to 2002 to a crash that killed eight people. and information on the pipeline san bruno explosion, they have a proposals for a 2.2 billion dollars fine contains certain inaccuracies. it is supposed to be submitted on monday and the proposed fine will be tax deductible and contain other credits that
